World Class Parks Make A World Class City

If the L'Enfant Plan is Washington's planning Constitution, then the 1902 McMillan Plan is its parks Bill of Rights.  The L'Enfant Plan laid the foundation for a new nation's capital.  The McMillan Plan set out to make it a great international city.
